In what situations would Federalism ineffective?
Federalism would not be effective when a disaster strikes or help needs to come. This is because there are so many parts of the government that it would take awhile for each one to act. For example in hurricane Katrina when the local government needed help it was very slow to come. This is because it took awhile for the local government to send help. Then awhile for the state government to act and finally the federal. Because the governments were separated it took awhile for help to come and that cost lives.

Problems Encountered in Hurricane Katrina.In hurricane Katrina there was a lot of problems during the time of hurricane Katrina. Some of the major ones were that help was very slow to come, communication was down, and there wasn’t enough transportation. The state and federal government were very slow to react to this disaster. People needed to be evacuated, get food and water, clothes and shelter. All these things were very slow to come, and this cost lives. Also the communication system was down. People who couldn’t call for help were stranded. Because of this people died or valuables could not be evacuated. All the elders and stranded people need to be evacuated somewhere safer. The lack of buses and boats could not allow for this to happen. If there was another natural disaster hopefully this would be fixed so people's lives could be saved.

Disadvantages of Federalism.Federalism is a great governing system in most cases. When something like a natural disaster strikes it can be a disadvantage though.
